Summary Recommendations

The state-wide meeting of DOMA-14 (Document and Map Librarians of the State System of Higher Education) was held in Harrisburg at the University Center on November 2-3, 1989. The following librarians attended:

Several librarians who planned to attend were unable to do so and sent regrets: Ray Dengel, Edinboro; Karen Humbert, Cheyney; Claire Andrews, Kutztown.

Guests who spoke at our meeting were: John Geschwindt, head of the State Library's Government Publications Section; Dr. Kerry Moyer, Director for Research and Planning, SSHE; Jeff Strandberg, sales representative for Congression Information Service, Inc.

Recommendations and decisions from the meeting:

  1. Statistical Masterfile, the CD-ROM database now available from Congressional Information Service, Inc. is a valuable reference tool which, we believe, could be appropriately shared by the SSHE libraries. DOMA-14 requests the approval of SSHELCO to explore the possibility of join purchase of the Statistical Masterfile Retrospective disk and a dedicated CD-ROM station which could be accessed remotely by libraries in the System.

    We propose that a subcommittee of several DOMA and SSHELCO members be authorized to explore this possibility. The Congressional Information Service is offering a $1200 credit or the equivalent in equipment for orders placed before December 31, 1989. If we act speedily, we can take advantage of that saving.

    We further propose that the subcommittee investigate the possibility of having multiple current subscriptions tot he Statistical Masterfile and perhaps other CIS products billed to a single address, in order to qualify for a discount.
  2. To facilitate sharing of documents, those of us who are federal depositories will make 13 copies of our current List of Item Selections and mail a copy to each of our DOMA colleagues.
  3. Availability of the DOMA-14 Directory will be announced in Documents to the People, the publication of the American Library Association's Government Documents Round Table and in Administrative Notes which is the newsletter of the federal depository library program.
  4. Roger Horn will conduct a survey to determine what CD-ROM products, equipment, policies, and procedures are in use in the System's libraries.
  5. The federal Office of Management and Budget is continuing its efforts to control dissemination of government information. Its proposed revisions to OMB Circular 130 (FR, Ja. 1989) were rejected as a result of public opposition; however, the issue is not dead. The Dissemination Section proposed for inclusion in the Paperwork Reducation Act reauthorization bill contains provisions very similar to those proposed by OMB. (see American Libraries Nov. 1989, p.946). We are encourage to write to Representative Joseph M. Gaydos, Pennsylvania Congressman, expressing our opposition to the inclusion of the Dissemination Section. Roger Horn will draft a letter on behalf of DOMA-14.
  6. SIRS, (the System Information Retrieval System?) should be available on each campus in the President's Office and in the office of the institution's planning director. SIRS is an online database with information about the institutions in the SSHE, and also includes some PA Department of Education data about local schools. According to Dr. Kerry Moyer, the database no longer contains any confidential information and could be made available if the offices on our respective campuses would give us user numbers. BY DECEMBER 1, DOMA-14 MEMBERS SHOULD CONTACT LOANNE SNAVELY AND LET HER KNOW IF THEY HAVE BEEN ABLE TO OBTAIN A USER NUMBER.
  7. In an effort to promote the use of Pennsylvania and United States documents in our schools, DOMA-14 will publish a list of government documents appropriate for use in school library media centers. We feel that such a list would be useful not only for local school libraries, but for our own curriculum materials librarians and other librarians conducting bibliographic instruction ofr education courses. A list of the titles we indentified as being appropriate is appended to this report. DOMA-14 members should send their suggestions for further inclusions to Mary Anne Burns Duffy by December 1, 1989.
  8. The next meeting of DOMA-14 will be October 4-5, 1990, at Indiana University. Theresa McDevitt, Indiana University, will be the Coordinator, 990-91, if J. Feller is on sabbatical.
