PHYSICAL PLANT DEPARTMENT

ORGANIZATION AND FUNCTION

•DIRECTOR OF FACILITIES MANAGEMENT AND PLANNING
-Direct the Physical Plant Department work force
-Exercise responsibilities for the effective management, planning, design, construction, commissioning, operation, maintenance and disposal of facilities
-Assure adequate and cost effective support of all university programs

•CLERK STENOGRAPHER 3
-Provide clerical and stenographic services through the production, processing, control, and filing of the complex, wide-ranging, and unpredictable requirements
-Support administration and management of the Physical Plant Department

•ASSOCIATE DIRECTOR FOR PLANNING, DESIGN AND CONSTRUCTION
-Manage multiple projects executed under the jurisdiction of thephysical plant department from concept formulation through design
-Provide design continuity through the construction and start-up phases
-Integrate and coordinate facilities inventory, utilization, planning and programming, and architectural and engineering services
-Maintain and update the campus facilities master plan and prepare capital budget submittals
-Maintain and update infrastructure and building inventory data

•ARCHITECTURAL DESIGNER
-Obtain project requirements, apply design skills, develop and prepare concept sketches and detailed drawings
-Perform surveys and reduce surveyor field notes into working maps
-Maintain as-built drawings, plans, specifications, shop drawings, samples, catalog cuts, operation and maintenance manuals, warranties, daily job logs
-Operate duplicators and computer aided drafting equipment
-Maintain certification as asbestos abatement project designer and as asbestos building inspector
-Manage multiple projects executed under the jurisdiction of the physical plant department from concept formulation through design
-Provide design continuity through the construction and start-up phases

•ASSISTANT DIRECTOR FOR PLANNING AND ENGINEERING

-Integrate and coordinate facilities inspection, assessment, inventory, and maintenance and repair planning, estimating, and scheduling

•ASSISTANT DIRECTOR FOR CONSTRUCTION MANAGEMENT
-Manage multiple projects executed under the jurisdiction of the physical plant department through the bidding, construction, and start up phases
-Integrate and coordinate facilities inspection, assessment, inventory, and maintenance and repair planning, estimating, and scheduling

•ASSOCIATE DIRECTOR FOR OPERATIONS AND MAINTENANCE
-Plan, manage, supervise, coordinate and lead the work of the operations and maintenance division in the operation, maintenance, repair and alterations of facilities, utilities infrastructure and the steam plant
-Assure the effective utilization of the work force
-Assure the effective prioritization of the work
-Assure the effective identification of the work

	•STEAM PLANT -Provide 70-80 psi steam to the campus steam distribution system from September to May -Plan, supervise and coordinate the work of the steam plant operators in the operation, maintenance, repair and alterations of the steam plant
	•ZONE MAINTENANCE (AUXILIARY AND EDUCATION AND GENERAL) -Perform scheduled preventive maintenance on building systems (except major plants) -Perform periodic facility condition inspections -Provide first response to requests for minor maintenance and repair -Complete on-the-spot repairs -Prepare and submit work orders for repairs if beyond capability to correct on the spot -Participate in major repair as required -Test emergency lighting systems and inspect all circuits for satisfactory operation each week, to include re-lamping as required -Maintain upkeep of mechanical rooms and common equipment, e.g., ladders -Maintain stock in building, e.g., light bulbs, filters, etc. -Maintain swimming pool water quality -Monitor utilities consumption
	•HVAC/PLUMBING -Perform scheduled preventive maintenance of large chiller plants, including routing chiller tubes during the winter -Maintain cooling tower water quality -Perform a/c/refrigeration/controls work on major work orders -Perform maintenance and repair of food service equipment -Provide back-up a/c, refrigeration, and automatic temperature controls expertise to general maintenance shop -Perform scheduled preventive maintenance of underground utilities (except electrical) -Perform scheduled preventive maintenance of Naugle hall pumping station -Perform scheduled preventive maintenance of large natural gas boilers -Perform shut down and start up procedures on the steam distribution system in conjunction with steam plant summer shut down and fall start up -Perform plumbing/pipefitting work on major work orders -Provide back-up plumbing/pipefitting expertise to general maintenance shop
	•ELECTRICAL/ ELECTRONICS -Perform scheduled preventive maintenance of electrical distribution system -Perform scheduled preventive maintenance and test emergency generator for main sewer pump station and other critical emergency generators -Maintain upkeep of electrical rooms -Perform electrical work on major work orders -Provide back-up electrical expertise to general maintenance shop -Perform scheduled preventive maintenance on fire alarm systems, sound systems, and other electronic systems -Perform work requiring electronics expertise on major work orders and set-ups for athletics and special events -Provide back-up electronics expertise to general maintenance shop
	•CARPENTRY -Perform scheduled preventive maintenance in the various trades assigned to the carpenter foreman to include carpentry, masonry, furniture, glass, blinds, screen, roofing and metalwork installation and repairs -Perform work in respective trades on major work orders -Provide back-up expertise in respective trades to general maintenance shop
	•PAINT -Perform scheduled preventive maintenance in painting and plastering trades -Perform work in respective trades on major work orders -Provide back-up expertise in respective trades to general maintenance shop
	•MOVING -Plan, supervise and coordinate the storage, pick-up, transport, delivery and set-up of supplies, equipment and furniture in support of administration, maintenance, instruction, residence halls, athletics, and special events

•GROUNDS SERVICES MANAGER
-Plan, supervise, and coordinate the work of the grounds division to maintain and upgrade the cleanliness, sanitation, aesthetics, and utility of pavements and grounds

•GROUNDS
-Plan, supervise, and coordinate the work of the equipment operators and groundskeepers in the maintenance, repair, alterations, pest management, and snow and ice control for grounds, landscaping, roads, parking lots, sidewalks, and storm drainage system in support of campus aesthetics, athletics and special events

•CUSTODIAL SERVICES MANAGER
-Plan, supervise, and coordinate the work of the custodial services division to maintain and upgrade the cleanliness, sanitation, aesthetics, and utility of buildings
-Manage the university recycling program, contracted refuse collection, and contracted integrated pest management

•CUSTODIAL
-Clean and disinfect washrooms and shower tile and fixtures
-Restock washrooms
-Clean and polish building floors and base moldings
-Clean and remove marks and fingerprints from vertical and horizontal surfaces, including walls, ceilings, furniture, furnishings, carpets, corkboards, blackboards, whiteboards, window treatments, and windows
-Clean fixtures and change light bulbs, except for those requiring use of ladder greater than 5 feet
-Remove snow and debris from building entrances and emergency exits
-Collect and deliver trash to the designated pick-up point
-Pick up, transport, deliver and set up supplies, equipment and furniture in support of administration, maintenance, instruction, athletics, and special events as directed
-Perform duties in support of residence halls, athletics or special events during periods when the university is not in session, as directed

•REFUSE COLLECTION, DISPOSAL, AND RECYCLING
-Plan, supervise and coordinate the refuse collection, disposal and recycling programs in compliance with applicable codes, regulations, and statutes
-Promote the recycling program in the university community

•INTEGRATED PEST MANAGEMENT
-Plan, supervise, and coordinate the integrated pest management programs in compliance with applicable codes, regulations, and statutes
-Promote the concept of integrated pest management in the university community

• FACILITIES RESOURCES MANAGER
-Manage the logistics required to provide people, materils, parts, tools and equipment to accomplish necessary facilities operation, maintenance, repair and construction requirements within the resources allocated the Physical Plant Department
-Manage the operation and maintenance of the energy management control system
-Perform quality assurance of the annual service contract for the system
-Implement energy conservation opportunities
-Implement an energy accounting system
-Manage the campus vehicle and equipment fleet for all phases from planning acquisitions through disposal, including maintenance of vehicles, motorized equipment, and emergency generators and including all paperwork, such as title transfers, accident reports, insurance claims, specifications for new acquisitions, gasoline and diesel contracts, etc.

•WORK MANAGEMENT
-Receive, record, coordinate, and process work requests and preventive maintenance requirements
-Account for and report labor, materials, utilities consumption
-Track compensatory time for overtime
-Submit department time sheets to the human resources payroll clerk

•WORK MANAGEMENT SYSTEM ADMINISTRATOR
-Automate existing preventative maintenance and work order tracking systems through the Maximo Work Order System
-Prepare departmental metrics from data available for review and exception management
-Develop and maintain the Department web page

•AUTOMOTIVE
-Inspect, maintains, and repairs the university’s inventory of vehicles, motorized equipment, and emergency generators
